Cecil was born in April 1920 in Bethnal Green, London to Russian born Hyman and Leah née Shank. Cecil had four siblings, Lionel, Sydney, Dorothy and Sylvia. In 1939, the family were living at 70 Parkview Road, Tottenham where Cecil’s father Hyman is listed as a hat designer making military caps.

Cecil was an air bomber on Lancaster HK539 which departed RAF Wickenby on a night operation to Berlin. Records show that the aircraft broke up in the air after being attacked by night fighters and crashed at approximately 02.30 on the 25 March 1944 at Warendorf in Germany. The aircraft was on the homeward route having bombed the target at 22.50. All the crew were killed.
