Arthur was born in October 1922 in Prestwich, Manchester to Louis and Leah nee Gaffin. His father Louis worked as a travelling watch salesman. Arthur joined the RAF straight from school as an apprentice clerk.

Arthur was the pilot of Hurricane BN223 which was on a low flying training exercise. The aircraft dived into the ground in Sierra Leone killing Arthur.
