Colin was born in 1925 in Sculcoates, Yorkshire to Isaac and Evelyn nee Cohen. Further research is being undertaken on his family.

Colin enlisted after September 1941 and an obituary to him states that he was in the A.F.O. Colin took his own life by gunshot on 14 November 1946. The Hull Daily Mail reported: At the inquest at Bournemouth today on Colin Raphael Levy, 0f 181 Alwoodley Lane, Leeds formerly of Hull, whose body was found on the cliffs, Coroner T. C. Thompson recorded a verdict that Levy took his own life, but he could not say what was the motive. Evidence of identification was given by a brother Vivian Marcus Levy who said that since seeing his brother in September he had received three letters from him, all cheerful.
