Leo was born on 17 August 1897 in Johannesberg, Germany to German parents Alex and Margarete. He married Berta Emma Raudszius in Germany before they fled the Nazi regime after November 1938. Leo was one of the 4,000 Jewish men who gained permission to leave Germany and find refuge at the Kitchener Camp in Sandwich, Kent.

Following the outbreak of WW2, he was one of the 887 men in the camp who volunteered to join the British army as part of the Auxiliary Military Pioneer Corps.

Leo was based at Rock Camp, in Magor and St Mellons in Wales where he was undergoing training. He died from a Coronary Thrombosis at the camp barracks on 27 August 1940.
