Louis was born on 13 June 1919 in Mile End, London to London born parents Solomon and Cissie nee Pasha and he had two sisters, Gertrude and Rose. He was educated at Central Foundation School, Cowper Street and at Coopers’ Company School in Bow. He attended University College and obtained a B.A. (Hons) degree in 1940. He was a student at the Jewish Higher Education Centre, obtaining both the Jews’ College Intermediate Teachers certificate and the Hebrew Teachers Diploma. In 1943, he married Rachel Bell in Islington and their son Michael was born the following year.

Louis’ obituary in the Jewish Chronicle states that he died in India and was buried with Jewish rites and a Minyan was gathered from the Bene Israel community in India.
