Norbert was born on 9 December 1923 in Frankfurt, Germany to Polish born parents Lieb and Regina nee Wagner and he had an older sister Ruth and younger siblings, Sophie, Esther and Ephraim. Norbert managed to escape from Nazi Germany but his parents and siblings were deported to concentration camps. Lieb, Regina, Esther and Ephraim perished in 1941 in the Riga Ghetto and only Ruth and Sophie survived after they were liberated from Stutthof camp in Sztutowo, Poland by the British. They both emigrated to the USA after the war.

It is unknown how or when Norbert reached England, but his death certificate states that he lived at 239 Great Cheetham Street in Salford. Norbert enlisted as a private in the Pioneer Corps and died at Banstead Military hospital in Surrey from Diptheria.
