Frank was born in April 1917 in Chorlton, Lancashire to Haiavy and Marie née Fermon and had three older brothers, Arthur, Samuel and Gerald. The family then emigrated to South Africa where Frank enlisted into the RAF in Rhodesia in 1940.

Frank was the pilot on Lancaster PB416 which departed from Yagodnik, Russia to return to RAF Woodhall Spa after bombing the Tirpitz in Norway on operation Parvane the previous day. The aircraft came off course and crashed in a mountain in the municipality of Nes. The crew were buried in the mountains, but moved down to the local churchyard after the war.
