Ludwig was born on 1 December 1919 in Hohebach, Germany to Felix and Berta nee Fleischmann and he had an older sister Flora who married Bertram Strasburger in Germany. Felix died in Germany in 1931 and the family came to England before 1939 living in Wembley, London before moving to Leamington Spa in Warwickshire.

Ludwig worked as a warehouseman apprentice before enlisting into the Pioneer Corps. He was one of a group of servicemen training at Pembroke Dock in Wales. They were undergoing a lecture and instruction of the disposal of land mines when there two explosions. Eighteen men were killed instantly and another died the following day.
