Israel was born on 6 June 1907 in Merthyr Tydfil, Glamorgan to Benjamin and Leah. In 1939, Israel is listed as working as an upholsterer and living with his parents at 13 Cross Street, Merthyr Tydfil.

Israel died of injuries sustained when he was struck by a spinning propeller at RAF Coltishall.
