Israel was born on 20 September 1919 in Stepney, London to Polish parents Julius and Jane nee Berwick and his father worked as a tailor machiner. The family lived at 13 Ship Alley in Stepney, London and on the 1939 Register, Israel was listed as a ship steward.

Israel was a fireman and trimmer on the ship S.S. Fort Mumford which was on its maiden voyage from Vancouver, Canada loaded with 6,649-tons of war supplies for the Mediterranean, via Lyttleton, New Zealand and Colombo, Ceylon.

The ship was torpedoed by Japanese submarine I-27 killing all the crew apart from one survivor who was rescued by an Arab dhow.
