Wolf was born on 2 May 1908 in Gateshead, Tyne and Wear to David, a poultry dealer, and Judas nee Skuy. He was educated in Gateshead and after his father died in 1913 he attended the Jew’s College in 1924 and obtained the Henry Franklin scholarship. He then attended University College and graduated with a B.A. with first class honours in Semitics in 1927. In 1929, he was appointed Minister of the Becontree and District Synagogue and two years later he was elected Minister and Second Reader of the North London Synagogue

He was well known for his charitable work including services at Pentonville Prison and the London Hospital.

In 1932 he married Gertrude Kutchinsky and they had two children, David and Leah. In 1941, he joined the Army as Chaplain and was known for his earnestness, sincerity and devotion to duty. He was planning services in Wiltshire when he fell ill. Wolf died at Devizes General hospital following an operation.
