Samuel was born on 14 December 1914 in Bethnal Green, London to Dutch father Mark and Jessie nee Garcia and he had two younger brothers David and Charlie. Mark worked as a tailor’s presser and ran his own business in Elephant and Castle in London. At the outbreak of war Samuel was living with his parents and working as an upholsterer.

He enlisted into the Royal Electrical and Mechanical Corps and was based at Catterick Barracks. Samuel was killed when he was struck by a train. The Yorkshire Post stated: At Scorton railway station on Saturday, Lance Corporal Samuel Klipp (31), R.E.M.E., stationed at Scorton, was killed instantly when he was struck by an empty train returning from Catterick Camp to Darlington
